Ban - but when..?

Hi there !

I have a question: how many warnings does it take, until a "Troll-rater" is getting banned?
Sure I have a personal reason to ask this. The name of the reason is Aesire (M18). This guy/girl rated my movie about one week ago with 1.0, a stupid comment included.
(The average rating of the movie is 4.92 with very few 4.0 ratings as the lowest ones. Name of the movie "In Frost We Trust")
I reported it, and it got deleted. Today I logg in and find a new rating of this guy/girl. Again a 1.0 and again with a stupid comment for free. So I check out the profile of the user and what do I see ? Very obviously this guy/girl has a passion for 1.0 troll ratings and I am pretty sure, I am not the first one to report such a rating/comment.
Now I ask myself: Why is this user not banned? Or, to be precisly: How many reports does it need till someone like this is banned?
Would be nice to read a mods answer here.

BTW: Isn't it possible to implement a simple prog here, so that people who got reported and their rating/comment deleted can't rate the same movie again?

'In Frost We Trust' is a very neatly edited video that help alot of people, including myself. This person is too stubborn(spellcheck?) to give up when she was warned. Make 'em and example to everyone who does it!

It takes 3 warnings from us and then they lose their rating/commenting privs forever.

If you check his profile, http://www.warcraftmovies.com/pv.php?l=Aesire
you will see he has 2 warnings so far. If he does it again he will get banned.

In fact he is an obvious troll. If you look at his comment history he has been giving 1's for alot of things with a stupid comment. I will report all of these immediately. :)
